YEREVAN, Armenia — India and Armenia have moved to deepen their defence partnership after Defence Secretary Rajesh Kumar Singh concluded a two-day visit to Armenia on August 18, with both sides expanding discussions on military-technical cooperation, training, capacity building, research and innovation. The visit also resulted in the signing of a Memorandum of Understanding (MoU) focused on joint collaboration, innovation and research.

India-Armenia Defence Cooperation Expands Across Multiple Areas

Singh visited Armenia on August 17 and 18 and held bilateral meetings with Armenian Deputy Defence Minister Karen Brutyan and First Deputy Defence Minister and Chief of General Staff Edward Asryan. The talks reviewed the broader defence relationship, with particular attention to capacity building, military training, military-technical cooperation and defence research and development.

A key institutional development during the visit was the exchange of the Terms of Reference for Joint Services Staff Talks between the Indian and Armenian Armed Forces. The move is intended to provide a more structured framework for military engagement between the two countries.

New MoU Focuses on Defence Innovation and Research

The two Defence Ministries also concluded and signed an MoU aimed at expanding cooperation in joint collaboration, innovation and research. The agreement came alongside Singh’s meetings with senior Armenian officials and discussions on strengthening the technological dimensions of the bilateral defence relationship.

Singh separately met Armenia’s Minister of Hi-Tech Industry Davit Tradevosyan to discuss proposals connected with defence research and development. The engagement reflects the increasing emphasis on technology and innovation within India-Armenia defence cooperation.

The Defence Secretary also held talks with Armenian Defence Minister Suren Papikyan. Both sides reaffirmed their commitment to strengthening bilateral defence ties and examined additional opportunities for military-technical cooperation.

Training and Capacity Building Remain Key Priorities

During his visit, Singh toured the Armenian Military Academy named after Vazgen Sargasyan and interacted with its head and faculty members. He also visited the academy’s IT Lab, which was established with Indian assistance.

At the facility, Singh underlined the importance of capacity building and training as central elements of the bilateral defence partnership. The visit highlighted how cooperation extends beyond defence equipment and includes institutional and human-resource development.

Armenia’s Procurement Diversification Creates New Opportunities

Singh also met Armenian Deputy Foreign Minister Mnatsakan Safaryan in Yerevan, where discussions focused on the expanding defence partnership. According to India’s Ministry of Defence, Armenia’s efforts to diversify its defence procurement have contributed to India’s emergence as a major partner in military-technical cooperation.

The ministry also pointed to shared perspectives between India and Armenia on multilateralism and strategic autonomy. These areas of convergence provide a broader diplomatic context for the expanding defence relationship.

What the Latest Defence Engagement Signals

The latest meetings and the new MoU indicate that India-Armenia defence cooperation is developing across several interconnected areas, including military engagement, training, research, innovation and technical collaboration.

The two-day visit also highlighted what the Ministry of Defence described as growing convergence between the countries on bilateral, regional and global issues. Both sides reiterated their intention to take the existing defence partnership to a higher level through further cooperation.
