CHAMOLI, India — The tunnel accident at the under-construction Vishnugad-Pipalkoti Hydroelectric Project in Uttarakhand’s Chamoli district on August 13 has once again raised questions over safety standards, geological assessments and the pace of infrastructure development in the Himalayan region.
