PM Modi Chairs 4th CCS Meeting on West Asia Conflict, Reviews Energy Security and Seafarers’ Safety
New Delhi: Prime Minister Narendra Modi on Thursday chaired the fourth special meeting of the Cabinet Committee on Security (CCS) in New Delhi to review the evolving geopolitical situation in West Asia and assess India’s preparedness across critical sectors. The meeting focused on energy supplies, fertiliser availability, seafarers’ safety and measures to protect Indian citizens and the diaspora from the impact of the conflict.
During the CCS meeting on the West Asia conflict, Prime Minister Modi called for a comprehensive “whole-of-government” approach to address the challenges emerging from the situation. He also directed authorities to establish a unified and coordinated monitoring mechanism so that protective measures could be implemented quickly while safeguarding citizens and national economic interests.
CCS Reviews India’s Energy Security Amid West Asia Crisis
The Cabinet Secretary briefed the meeting on the prevailing geopolitical situation and the steps being taken to maintain adequate supplies of petroleum products, including LNG, LPG and fertilisers.
According to the briefing, sources for LPG procurement have already been diversified. The overall stock and supply position of major petroleum products was also described as adequate.
The government said sufficient crude oil availability has enabled Central Public Sector Enterprise (CPSE) refineries to operate at utilisation levels exceeding 100%. This has helped maintain production of petrol, diesel and other petroleum products.
LPG Supply Sources Diversified, PNG Connections Expanded
The government is also working to reduce pressure on LPG demand by expanding access to alternative gas-based energy sources. Initiatives to increase Piped Natural Gas (PNG) connections have resulted in a substantial rise in the number of connections.
Other measures include expanding the National Gas Grid, increasing LNG import and regasification infrastructure, and widening City Gas Distribution networks.
The government is also facilitating industrial substitution of LPG through these measures, along with time-bound approvals for pipeline and last-mile connectivity under the Pipeline Infrastructure Order, 2026.
PM Modi Directs Uninterrupted Fertiliser Supply for Rabi Season
The CCS also assessed India’s fertiliser requirements for the upcoming Rabi season. During the meeting, alternate sources of fertilisers were discussed as part of preparedness for the coming agricultural season.
Prime Minister Modi directed that all necessary measures be taken to ensure an uninterrupted supply of fertilisers.
The focus on fertiliser availability comes alongside the government’s broader assessment of essential supplies that could be affected by geopolitical developments in West Asia.
Seafarers’ Safety Discussed at CCS Meeting
The safety of seafarers working on both domestic and foreign-flagged vessels operating in conflict zones was another key issue discussed during the meeting.
Prime Minister Modi directed authorities to establish a mechanism that can provide timely information, emergency assistance and counselling to seafarers and their families.
The proposed mechanism is aimed at ensuring that seafarers and their families receive timely support amid the risks arising from the conflict situation.
PM Modi Calls for Protection of Indians and Diaspora
Prime Minister Modi also stressed that every possible effort should be made to protect Indian citizens as well as the Indian diaspora from the impact of the West Asia conflict.
The direction forms part of the wider government response discussed at the CCS meeting, which covered both immediate preparedness and measures to protect India’s economic and national interests.
Focus on Renewable Energy for Greater Energy Independence
At the meeting, the Prime Minister also emphasised the importance of reducing dependence on conventional energy sources as part of India’s long-term energy security strategy.
He called for greater emphasis on renewable energy, including solar power and other non-fossil-fuel-based sources, to strengthen India’s energy independence.
Whole-of-Government Approach Ordered for West Asia Crisis
PM Modi directed the government to continue following a coordinated, whole-of-government approach in dealing with challenges arising from the West Asia crisis.
He called for a unified mechanism to regularly monitor developments and ensure that appropriate measures are implemented without delay.
The mechanism is intended to bring together monitoring and response efforts so that the government can respond quickly to developments affecting citizens, energy supplies, essential commodities and India’s wider economic interests.
What the CCS Meeting Focused On
The fourth special CCS meeting brought together several key areas of India’s preparedness for the evolving West Asia situation. Energy supplies, LPG and LNG availability, crude oil, fertilisers, seafarers’ safety, protection of citizens and the Indian diaspora, and long-term energy independence were among the issues reviewed.
The government said the present availability of major petroleum products remains adequate, while procurement sources and infrastructure are being strengthened. The Prime Minister’s directions also emphasised coordinated monitoring and timely implementation of measures as the geopolitical situation continues to evolve.
