Israel Charges Settler Over Killing of Palestinian Activist Owdeh Hathaleen in Rare West Bank Indictment
Israeli prosecutors have charged a Jewish settler in connection with the killing of Palestinian community leader and activist Owdeh Hathaleen, marking the first indictment of its kind in more than seven years. The charges, announced on Thursday, relate to a fatal confrontation that took place in the occupied West Bank in July 2025 and come amid continuing scrutiny of settler violence in the territory.
According to an indictment filed by Israel’s State Attorney’s Office, settler Yinon Levi has been charged with reckless manslaughter in Hathaleen’s death. Prosecutors have also accused Levi of armed trespassing and malicious property damage linked to the same incident in the Palestinian village of Umm al-Khair.
Case Stems From July 2025 Confrontation
The indictment relates to an incident in July 2025 when settlers used a large excavator inside Umm al-Khair, triggering a confrontation with local residents. During the unrest, Hathaleen was fatally shot.
Hathaleen was a well-known Palestinian activist and was involved in the Oscar-winning 2025 documentary “No Other Land.” His death drew widespread attention after video footage from the scene emerged.
According to Reuters, Hathaleen recorded part of the confrontation himself before he was shot. Video later released by Israeli human rights organisation B’Tselem shows Levi drawing a firearm and firing in Hathaleen’s direction. Moments later, Hathaleen can be heard moaning before collapsing to the ground.
Additional Charges Filed Against Yinon Levi
Beyond the reckless manslaughter charge, prosecutors have accused Levi of entering the village while armed and causing deliberate damage to property during the confrontation.
The indictment alleges that these offences occurred during the same incident that ended with Hathaleen’s death. Israeli authorities have not publicly disclosed additional details beyond the charges contained in the court filing.
Levi Previously Denied Responsibility
Levi has previously denied firing the shot that killed Hathaleen. Reuters reported that it was unable to reach his lawyer for comment following Thursday’s indictment.
The settler has also faced international sanctions. Britain and the European Union previously imposed sanctions on Levi over violence against Palestinians, according to Reuters.
Rare Criminal Indictment in Settler Violence Cases
The case is being closely watched because criminal prosecutions involving Israeli civilians accused of killing Palestinians in the occupied West Bank are uncommon.
According to Reuters, Thursday’s indictment is the first such indictment in more than seven years. Israeli rights organisation B’Tselem said it is also the first since the Hamas attacks on Israel on October 7, 2023, after which violence involving Israeli settlers in the West Bank increased sharply.
The indictment comes against the backdrop of continued international attention on security conditions in the occupied West Bank, where tensions have remained high alongside the broader regional conflict.
Rights Groups React to the Indictment
Israeli human rights organisation B’Tselem described the indictment as an unusual development rather than evidence of a broader shift in accountability.
“The decision to indict Yinon Levi is the exception that proves the rule. The impunity Israel grants to soldiers and settlers who harm Palestinians is not a failure of the system — it is a central component of a policy designed to allow the violence to continue and escalate,” B’Tselem said.
Another Israeli rights group, Yesh Din, said an Israeli civilian was last indicted in the killing of a Palestinian in the West Bank in 2019, underscoring how rarely such cases result in criminal charges.
UN Data Highlights Ongoing Violence
According to United Nations data cited by Reuters, Israeli soldiers and settlers have killed at least 1,100 Palestinians, including at least 240 children, since the Hamas attacks on Israel on October 7, 2023, and the subsequent Israeli military campaign in Gaza.
Separate UN figures also indicate that 18 Palestinians have been killed in incidents linked to settler attacks so far this year, compared with 17 fatalities recorded during the whole of 2025.
Israeli Position on Settler Violence
Israel’s military says allegations of wrongdoing involving its soldiers are investigated and maintains that both the military and Israeli police take action to curb violence involving settlers.
The indictment against Levi comes as scrutiny over law enforcement in the occupied West Bank continues, with rights organisations arguing that prosecutions remain uncommon despite repeated incidents of violence.
Broader Dispute Over West Bank Settlements
Hundreds of thousands of Israelis live in settlements among millions of Palestinians in the West Bank, territory that Israel captured in the 1967 war and which Palestinians seek as the core of a future independent state.
Most countries, the United Nations and Palestinian authorities regard the settlements as illegal under international conventions and view them as a major obstacle to peace. Israel disputes that interpretation, arguing that a Jewish presence has existed in the West Bank for thousands of years.
